Job Description
HR and Admin Manager at a Leading Decoration Manufacturer in Takeo Province, Cambodia
Lead and manage all human resources and administrative functions to ensure effective staff management, compliance with Cambodian labor laws, and smooth office operations.

The Role
This role is open to both local and expatriate candidates; fluency in Chinese (spoken and written) in addition to Khmer and English is mandatory to support interaction with Chinese stakeholders and expatriate teams

Description
Manage full-cycle recruitment, including sourcing local and expatriate talents
Develop, implement, and update HR policies and procedures aligned with Cambodian labor laws and company goals
Oversee onboarding, orientation, and employee training programs
Manage employee relations and resolve conflicts ensuring a harmonious work environment
Coordinate performance management and appraisal systems
Administer compensation, benefits, payroll, and statutory deductions accurately and timely
Maintain comprehensive and confidential HR records
Promote talent retention strategies and employee engagement initiatives
Ensure visa and work permit processes for expatriates comply with legal requirements
Requirements
Bachelor’s degree in Human Resources, Business Administration, or related field required. Master’s or HR certifications preferred
Minimum 5 years of HR and administration management experience, preferably in manufacturing or industrial sectors. Experience with large workforce management valued
Mandatorily fluent in Chinese, Khmer, and English (spoken and written)
Proficient in HRMS/payroll software, MS Office, and digital HR tools
Strong understanding of Cambodian labor law, expatriate work permits, and Chinese business culture
Leadership, problem-solving, confidentiality, excellent communication, adaptability to multicultural environment
